The new QLM SHADOW RESCUE MANIKIN

QLM have launched a new and exciting pool lifeguard training product, which it hopes will assist lifeguard training and lead to an enhancement in pool lifeguarding. The new Shadow Rescue Manikin is a lightweight, discreet rescue dummy made from synthetic mesh and fitted with steel weights that enable the device to sink to the bottom of the pool to simulate the appearance of submerged casualty.

The New IMSPA Risk Assessment Manual


The new edition of the IMSPA Risk Assessment Manual is now available from the Institute for the Management of Sport and Physical Activity (IMSPA) website. The new 5th edition was once again developed by QLM, who have been the authors of the industry's Risk Assessment manual since it was first launched in 1993.

The content has been significantly overhauled and updated with new sections added and is accompanied by a detailed set of guidance notes.

  • All the charts have been transferred from Word into MS Excel format with automatic scoring and a traffic light system to assist with planning for risk reduction.
  • All the 4th Edition charts have been reviewed and overhauled, including a number of areas with significant overhaul and changes.
  • The charts provide the opportunity for the organisation to hyperlink to internal procedures or external publications, e.g. from HSE.
  • The charts provide for a clear management system for managing the reduction of risk and demonstrating improvement through rescoring and the risk assessment review template.
  • In addition to the overhaul, a number of new charts have been developed. These include confined spaces, employee stress, hand held vibration, emergency events, dynamic risk assessment, bars and function areas, running groups, outdoor water sports, boating lakes, grounds maintenance.
  • The food and beverage section has been removed as most organisations use their food hygiene manual and the HACCP systems to control risk.
  • In addition to a guidance pack, the 2011 5th Edition has 4 sections:

a) Specific facility wide risk assessment issues (52 charts across 28 subject areas)

b) Pools and related specialist areas (5 charts including pools, waterslides and plant room)

c) Indoor activities (25 charts across 22 subject areas)

d) Outdoor activities (9 charts across 9 subject areas)

Whether you use the charts or simply refer to the content in conducting your risk assessment, the manual has helped facility operators in the conducting of suitable and sufficient assessments. It is also a key reference document in BSEN15288-2-Swimming Pools-Safety Requirements for operation and has been used in both criminal and civil proceedings as evidence of good practice.

Drowning Inquests

In May 2011 Peter Mills appeared at the request of the Coroner to provide expert evidence into the drowning of Michelle Gellard at Blackwater Leisure Centre in Maldon in 2008.  Peter had originally been contracted by the HSE to provide an expert report into the circumstances of the drowning for the Health and Safety Executive

In June 2011 Peter Mills gave evidence on behalf of Hambleton District Council at the inquest following the drowning of Kaman Ward in August 2010.

 

QLM Client Annual Seminars

The QLM annual health and safety client seminars will be held from 17th to 19th October 2011.  Details of the programme are still being finalised, but venues are as follows:

October 17th - Barnsley Metrodome

October 18th - Leatherhead Leisure Centre

October 19th - Cheterlaut Park South Lanarkshire

Seminars are free to QLM clients and we will include a range of health and safety presentations and workshop and networking sessions.

 

QLM LeisuresafeTM Standards

The LeisuresafeTM standards database has now been launched and is available in the members' area free of charge for clients to review.  This provides details of the last 3 years of key question and answers provided to clients as part of the 24/7 support service.  The interpretation of industry guidance provides "more meat on the bones" on many sport and leisure health and safety issues

 

Uniforms and Corporate Purchasing Opportunities

QLM in partnership with a leading sports sponsorship specialist has established the possibility of providing a clothing supply package with a leading sportswear supplier for QLM clients.  The objective is to appoint an official kit supplier to provide a mixture of free and subsidised lifeguard/recreation attendant/gym instructor uniform. Other groups of staff can be included if you see the possibility.

Initial discussions with an internationally renowned supplier have met with a positive response. Whilst it is initially likely to be a more attractive proposition to supply larger organisations, there is the possibility of forming a mini consortium of some QLM clients in order to obtain a critical mass.

You would have the final say on whether to proceed including the detail of design, colours etc.

The package is anticipated to be based on the following principles;

  • An agreed amount of free clothing
  • An agreed annual spend
  • Discounted additional clothing
  • Opportunities for sale of leisurewear to Centre users/members, both on site and online
  • Other joint benefits from the partnership, as yet unidentified.
