Performance Management

Effective performance management underpins the philosophy of central government toward improving local government.

They appreciate that you cannot inspect quality and excellence into an organisation, but that real continuous improvement comes from within.  The road map for delivering improved local government performance will probably revolve around three themes:

  • Performance indicators ( both national and local)
  • Qualitative stakeholder commentaries (including Local Area Agreements)
  • Self-regulation through use of performance management and improvement tools such as Towards an Excellent Service (TAES).

Peter Mills has worked on behalf on Sport England to assist Local Authority culture and sport departments.  The QLM team provides a bespoke service with the following objectives:

  • To engage Local Authority sport and leisure departments in the performance, improvement and management culture.
  • Encourage positive use of TAES to develop value adding improvements in service delivery.
  • Provide guidance on effective self assessment and improvement planning.  Delegates will have the opportunity to develop their organisation's scope, practice self assessment and devise improvement plans.  The workshop will also consider the inter relationship between TAES performance indicators, local area agreements and reachable stakeholder commentaries.
  • To assist with developing clear strategies to improve the organisation's performance against the CPA Sport and Recreation Performance Indicators.

We have extensive experience of assisting Local Authorities with service improvement planning as part of their performance managament process linked to CPA.  Considerable time has been spent on assisting Local Authorities to utilise the TAES framework.  Peter also sits on the ISRM CPA Best Practice Group.

We have also worked with Sport England on the evaluation of the TAES Franework for County Sports Partnerships and National Governing Bodies.  We are delighted that there is increasing emphasis on continuous improvement as part of performance management within Local Government and see it as criucial that Managers look beyond the performance indicators in the CPA to an ongoing improvement culture.

Use of the EFQM Excellence Framework or TAES is not something that you do and complete, it is simply part of the journey of excellence.  A journey you never get off.
